PLENARY MEETINGS OF THE SECOND SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 18 MARCH
The morning plenary meeting started with reports of the authorized representatives of the Deputy Factions.
After the reports of the authorized representatives of the Deputy Factions, Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, informed the People´s Deputies of the death of Ukrainian pacificator in Kosovo.
At first the People´s Deputies discussed the schedule of meetings of The Verkhovna Rada of Ukraine for 18-21 March 2008, and adopted it as a basis.
Then the People´s Deputies considered the agenda of the Second Session of The Verkhovna Rada of Ukraine of the Sixth Convocation, and adopted it in its entirety.
The People´s Deputies considered two Bills on the Cabinet of Ministers of Ukraine, namely, a new version of the Bill, submitted by the President of Ukraine, and the Bill on declaring the Law of Ukraine "On the Cabinet of Ministers of Ukraine" invalid, submitted by Yu.Karmazin, the People´s Deputy of Ukraine.
Then the People´s Deputies listened to the report of a representative of a Temporary Inquiry Panel set up to investigate the circumstances surrounding the violation of The Constitution of Ukraine and Ukrainian Laws, adoption of illegitimate resolutions by the officials of Kyiv City Council and its executive body.
Then the People´s Deputies listened to the report of a representative of a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine set up to investigate the circumstances surrounding the violation of The Constitution of Ukraine and Ukrainian Laws, by Dobkin Mykhailo Markovych, Mayor of Kharkiv, and Kernes Hennadiy Adolphovych, Secretary of Kharkiv City Council, whilst fulfilling their duties in the system of tariff, property, land, budgetary and financial relations.
At the end of the morning meeting the People´s Deputies considered the Draft Resolution "On Announcement of an Early Election of the Deputies of Kyiv City Council and Kyiv Mayor".
In the result of the voting, the Draft Resolution was adopted as a basis, and then in its entirety by 246 votes.
The evening meeting started with the consideration of the Draft Resolution on implementation of several regulations of the Law "On the Status of a People´s Deputy of Ukraine".
Then the People´s Deputies considered the Bills at the Second Reading.
Hanna Herman, Chairman of the Committee on Freedom of Speech and Information, reported on the Bill "On Amendments to the Law of Ukraine "On Advertisement" (re Advertising of Tobacco Goods and Alcoholic Beverages). She stated that the Bill imposes a ban on advertising tobacco goods, alcoholic and low-alcohol beverages not only in the form of interior advertising, streamer, at the first and last cover pages of magazines and editions, radio and television advertising (except of in specially allotted time and at special exhibition events), but also in the form of street advertising.
The Verkhovna Rada of Ukraine adopted the Law "On Amendments to the Law of Ukraine "On Advertisement" (re Advertising of Tobacco Goods and Alcoholic Beverages) in its entirety by 425 votes.
Then the People´s Deputies considered the Bill "On Amendments to the Law of Ukraine "On the Local State Administrations" (re Issues concerning Organization, Authorities and Activity of the Local State Administrations).
The Verkhovna Rada of Ukraine adopted the Bill "On Amendments to the Law of Ukraine "On the Local State Administrations" (re Issues concerning Organization, Authorities and Activity of the Local State Administrations) at the First Reading.
Then the People´s Deputies considered the Bill "On Amendments to the Law of Ukraine "On the Local Self-Government in Ukraine" (re Relations between the Local State Administrations and District, and Regional Councils), submitted by the President of Ukraine.
The Bill "On Amendments to the Law of Ukraine "On the Local Self-Government in Ukraine" (re Relations between the Local State Administrations and District, and Regional Councils) was adopted as a basis by 243 votes.
Then the evening plenary meeting was closed.
